In addition, the Republic announced its ambitious goals to achieve carbon neutrality by 2060, initiating the development of the Concept of low-carbon development of the country.
The strengthening role of the state and business is to find the right balance between various changes in the field of economy, social protection and environmental protection. The creation of partnerships between the state and business to address global challenges is quite reasonable and realistic, and provides for the establishment of an efficient model of interaction. The speed and depth of information that a business association or company can consolidate and submit to government bodies for decision-making become the key to effective GR communications.
What is the role of GR (Government Relations) in this interaction and how can it change over time?
Key issues:
- The role of GR in ensuring efficient energy transition in Kazakhstan;
- Business transformation during the implementation of national energy projects;
- Facets of interaction between the state and business to ensure a balance of interests;
- GR in the system of building a comfortable and predictable dialogue with political stakeholders;

In 2015, the Paris Agreement created the prerequisites for the “energy transition” and influenced the development of world energy. Realizing the importance of the global climate agenda, Kazakhstan has also made commitments to reduce greenhouse gas emissions under this agreement.
Key issues:
- The role of GR in ensuring efficient energy transition in Kazakhstan;
- Business transformation during the implementation of national energy projects;
- Facets of interaction between the state and business to ensure a balance of interests;
- GR in the system of building a comfortable and predictable dialogue with political stakeholders;
- New GR strategies: “green” development vs economic growth.

Current policy of majority of states focuses on changing the energy mix in favour of natural gas – the most promising of traditional energy sources, and the only one that has
every chance of competing with renewables in the future. Expanding the use of gas as one of the most environmentally friendly fuels is especially important in light of the decarbonisation of the global economy and the Paris Climate Agreement, to which Kazakhstan and Russia acceded in 2016.
The resources available in Kazakhstan and Russia – raw materials, technological, engineering and human resources – will help to build into the new global market and satisfy, first and foremost, domestic and later external demand.
Questions:
- Adaptation of natural gas companies to new challenges;
- The role of marketing for natural gas; how the geography and volumes of consumption will change in the energy transition;
- Domestic and export market pricing;
- Role of gas in the energy mix of the EAEU markets;
- Potential for LNG development;

According to the World Energy Outlook until 2050 prepared by BP, in two of the three scenarios, oil will soon cease to be the number one product in the global energy market and in any case will lose its position. The main factors that will affect the reduction of power generation from fossil raw materials will be the course for decarbonisation and carbon neutrality.
In view of this, what awaits the global energy market and how are countries such as Kazakhstan as a hydrocarbon-oriented economy adapting to ensure further development and energy security in the region? As one of the most energy-intensive countries in the world with almost 70% of electricity generation still dependant on coal, what are the opportunities for Kazakhstan’s energy transition?
Questions:
- What is the forecast for Kazakhstan’s energy market development in the move to a clean and just energy transition?
- How do the ambitions of Kazakhstan and the countries of the region match the development of renewable energy sources?
- What are the latest technologies driving Kazakhstan’s “green” agenda and goals to achieve carbon neutrality?

Session description
The National Energy Report (NER) is a comprehensive document containing information on the current state of the energy sector and its development prospects in Kazakhstan. The KAZENERGY Association has so far published four NERs: in 2013, 2015, 2017 and 2019. The documents reflect a strategic view of KAZENERGY on the sustainable development of the oil, gas and energy sectors of the Republic of Kazakhstan, as a single system. The main expert in the process of preparing the NER was IHS Markit.
The NER has become a significant event for the entire expert community of the country and provided guidelines for further development of the energy industry in Kazakhstan in the global energy context. The conclusions and recommendations developed on its basis turned out to be relevant for the state and the business community in the process of making important and difficult decisions.

GLOBAL PLENARY
Moderator: Arthur Hanna – Senior Advisor to the Secretary General, World Energy Council
Participants:
- Rafael Cayuela – Chief Economist, The Dow Chemical company
- Gina Domanig – Managing Partner, Emerald Technology Ventures
Diversity in energy systems is increasing, in terms of people, technologies, geographies, needs and uses, opening up multiple transition pathways. How could these pathways evolve by 2040, when nine billion people with different lifestyles and behaviours to those of today inhabit our earth? Gamechangers such as synthetic molecules, new materials, and flexible storage, are colliding with new ‘customer-centric’ business models emerging at global and ultra-local levels.
Questions:
- What are the fundamental disruptions, innovations and transformations taking place in adjacent sectors that will impact energy?
- What other demand-side disruptions does energy need to prepare for?
- How will advances in AI and quantum computing affect developments in clean molecules?
