Einari Kisel was born on May 25, 1972 in Tallinn. He has received Master degrees both in Thermal Engineering and in Business Administration from Tallinn University of Technology.
Mr. Kisel is a Regional Manager for Europe in the World Energy Council Secretariat. In 2012-2014 he was a Senior Fellow for European Policies in WEC.
Before joining WEC, he worked as the Undersecretary of State for Energy in the Ministry of Economic Affairs and Communications of Estonia for 10 years. Until 2002 he worked for 7 years in the Estonian energy utility Eesti Energia, during last years as the Director of Trade.
Along with it, he was a Member of the Board of the Estonian Accreditation Centre (2008-2012), Chairman of the Board of Estonian Oil Stockpiling Agency (2005-2008), Founding Member of the WEC Estonian Member Committee (2004), Vice-Chairman of the Member Committee (2004-2012) and a Founding Member of Estonian Association of Thermal Engineers (since 2000)
In the current duties, he is responsible for the development relations with all 35 WEC European Member Committees, companies and institutions such as the European Commission. He also supports development work on the Energy Sustainability Index methodology for the World Energy Trilemma work.
Due to his many years of experience in the field of energy policy and proficiency in English, Russian and Finnish, he also represents the World Energy Council as a speaker at various international events.
Mr. Kisel was awarded by the Letter of Thanking from the Prime Minister of Estonia for accomplishments in the accession negotiations with the European Union in 2003.
